He maintains that effective deterrence requires significantly increased support for Kyiv, which he describes as a vital defensive bloc. These remarks follow European Commission President Ursula von der Leyen’s recent proposal to create a European Security Council and a mechanism for urgent consultations regarding security threats. Von der Leyen emphasized the need for a collective approach to manage hybrid incidents that do not necessarily reach the level of traditional armed conflict but still jeopardize the stability of EU member states.
